Context:

Every November, retirees from the government, defense services, railways, public sector undertakings, and many education institutions need to submit a "life certificate" to continue receiving their pensions for another year.

What is the Jeevan Praman initiative?

Jeevan Pramaan is a Digital Life Certificate (DLC) system introduced by the government in 2014. 

It allows pensioners to submit their life certificates online. It eliminates the need for physical visits and paperwork, saving both time and effort.

Pensioners who prefer to physically submit their life certificates at post offices or banks can continue to do so.

As of March 31, 2023, India had 64.88 lakh central government pensioners, including:

  • 10.09 lakh civilian pensioners.
  • 31.92 lakh Defence pensioners.
  • 15.25 lakh Railways pensioners.
  • 4.56 lakh telecom pensioners.
  • 3.04 lakh postal pensioners.

How does Jeevan Pramaan work?

Jeevan Pramaan generates a life certificate through Aadhaar-based biometric authentication. Pensioners can complete the process online or at a designated camp.

The system is developed and managed by the National Informatics Centre, Ministry of Electronics and Information Technology.

What is required to generate a Digital Life Certificate (DLC)?

Pensioners must have an Aadhaar card, a mobile number linked to it, and Aadhaar registration with the pension disbursement authority. If they use the Jeevan Pramaan app or website, they must also have a biometric device.

Pensioners may generate a DLC through

  • The Jeevan Pramaan portal or app uses a biometric device.
  • Face authentication was introduced in 2021.
  • Visiting camps operated by the Department of Pension and Pensioners' Welfare (DoPPW), banks, and post offices.
