Context - The Union Government has designed a web portal to accelerate accident compensation claims.

Details

The Ministry of Roads, Transport and Highways (MoRTH) have developed a web portal in consultation with insurance companies to provide real-time information on road accidents and to speed-up accident compensation claims, to bring relief to victims’ families.

E-DAR (e-Detailed Accident Report) Portal

It will digitalise detailed accident reports for easy access.
The portal will be linked to the Integrated Road Accident Database.
It will promote ease of access to all Stakeholders like the police, road authorities, hospitals, etc.
The portal would conduct multiple checks against fake claims by performing a comprehensive search of vehicles involved in the accident, the date of the accident, and the First Information Report number.
The portal would be linked to various government portals like Vaahan, to get access to information on driving licence details and registration of vehicles.
The Portal would provide geo-tagging of the exact accident spot along with the site map. This would notify the investigating officer of his distance from the spot of the incident.
Details like photos, video of the accident spot, damaged vehicles, injured victims, eye-witnesses, etc., would be uploaded immediately on the portal.
State police, Public Works Department or the local body will receive an alert on his mobile device and the official concerned will then visit the accident site, to examine it, and feed the required details, such as the road design, etc.
Hotspots for accidents would also be identified so as to obtain solutions to avoid accidents at these hotspots.

Road Accidents in India

In 2020, there were about 3.5 lakh road accidents in India, which killed about 1.3 lakh people and injured about 3.3 lakh people.
The majority of accidents are caused due to drivers’ fault. This includes over-speeding, driving under the influence of alcohol or drugs, and hit and run cases.
- Other causes of road accidents include the fault of others such as the fault of cyclists, pedestrians or drivers of other vehicles.
- Fewer accidents are caused due to neglect of civic bodies, defect in motor vehicles, and poor weather conditions.
India, as a signatory to the Brasilia declaration, intends to reduce road accidents and traffic fatalities by 50% by 2022.
The Motor Vehicles (Amendment) Act 2019 was enacted to address issues related to road accidents, third party insurance and road safety measures.
The government has increased the compensation amount to Rs 2 lakh for the families of individuals who are killed in a hit and run road accident.
- In case of a person sustaining grievous injuries due to such an accident, the compensation amount will be Rs 50,000.
