In News:

• The Union Minister for Rural Development and Panchayati Raj inaugurated the Mission Antyodaya Survey (MAS) 2022-23, and also launched its portal and mobile application during an event organised in New Delhi.

More about the Mission Antyodaya Survey:

• Since 2017-18, the Department of Rural Development has been conducting the Mission Antyodaya Survey across all Gram Panchayats intending to transform the lives and livelihoods of people on measurable outcomes through the convergence of various government schemes.
• The survey aims to strengthen the process of participatory governance by designing the Gram Panchayat Development Plan (GPDP) which will improve service delivery at the local level, enhance citizenship contribution, create an alliance of people’s institutions, and groups and improve governance at the local level.
• The preparation of GPDPs is a comprehensive exercise that uses both primary and secondary data for preparing the final plan document for any Gram Panchayat.
  • Mission Antyodaya Survey presents secondary data to carry out a gap analysis.
• The Survey data provides key input in the preparation of block and district plans.

Mission Antyodaya Survey (MAS) 2022-23:

• The village-wise survey involving Community Resource Persons (CRPs) is expected to be conducted over one month.
• The survey will collect village-level data on 183 indicators under 216 data points of 21 sectors.
• The survey questions have been categorized into 5 categories;
  • Panchayat Infrastructure
  • Panchayat Services
  • Village Infrastructure
  • Village Services
  • Village Practices
• A total of 26 Central Government Ministries/Departments have been consulted for the finalization of the questionnaire.
  • The questionnaire has been translated into 13 regional languages.
• The Ministry in consultation with the National Informatics Centre (NIC), has developed an android mobile application with a geo-tag feature for 36 assets in villages.
• The Ministry has also set up an in-house HelpDesk for the resolution of queries related to the questionnaire and mobile application.

About Mission Antyodaya:

• Mission Antyodaya was adopted in the Union Budget 2017-18.
• It is a convergence and accountability framework initiative aiming to bring optimum use and management of resources of the Union Government under various programmes for the development of rural areas with Gram Panchayats as focal points of convergence efforts.
• It is a State-led initiative for rural transformation to make difference based on measurable outcomes in 50,000-gram Panchayats.
• Significance:
  • It provided a strong infrastructural base for the selected Gram Panchayats through the prioritised implementation of schemes.
  • It is an effective social capital promoting participatory planning.
  • The implementation of the schemes involves various stakeholders at the Gram panchayat level.
  • It diversified economic opportunities in the non-farm sector, skilling rural youth and women, developing value chains and promoting enterprises.
  • It strengthened democratic processes through capacity building at the Gram Panchayat level.

Other major programmes by the Ministry of Rural Development for rural development:

• Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) for providing wage employment,
• National Rural Livelihoods Mission (NRLM) for self-employment and skill development.
• Housing for All: Pradhan Mantri Awaas Yojana (PMAYG) for providing housing to BPL households,
• Pradhan Mantri Gram Sadak Yojana (PMGSY) for the construction of quality roads.
• National Social Assistance Programme (NSAP) for social pension.
• Shyama Prasad Mukherjee RURBAN Mission (SPMRM) for the development of a cluster of villages that preserve and nurture the essence of rural community life with a focus on equity and inclusiveness without compromising with the facilities perceived to be essentially urban.
• Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDUGKY) to transform rural poor youth into an economically independent and globally relevant workforce.
• Mission Antyodaya to bring optimum use and management of resources allocated by several Ministries/ Departments.
• Sansad Adarsh Gram Yojana (SAGY) for holistic development of the identified Gram Panchayats, leading to sustainable improvement in Standard of Living.
• Swachchh Bharat Mission to provide access to every person to sanitation facilities including toilets, solid and liquid waste disposal systems, village cleanliness and safe and adequate drinking water supply.
• National Rural Health Mission to provide accessible, affordable and accountable quality health services even to the poorest households in the remotest rural regions.
