National Generic Document Registration System (NDGRS) and Unique Land Parcel Identification Number (ULPIN)

Context

• Secretary, Department of Land Resources, Smt. Nidhi Khare, launched the NDGRS throughout Assam.
• Special Chief Secretary, Government of Assam, Shri Syedain Abbasi, launched the rollout of Blockchain in land records in Darrang district as a pilot.
• The event was organized by the Revenue and Disaster Management Department, Government of Assam.

NDGRS Implementation:

• NDGRS is a common application developed for registration departments across the country under the One Nation One Software initiative.
• The Assam instance of NGDRS is hosted in the State Data Centre (SDC) and was launched by the Chief Minister of Assam on November 14, 2022.
• NGDRS has been rolled out in all the 77 Sub-Registrar Offices (SROs) of Assam.
• Key features of the Assam Instance of NGDRS include integration with Dharitree for zonal value and location, NOC for party and land details, eGras for online payment, and citizen services of Sewa Setu.

ULPIN and Blockchain Implementation:

• ULPIN is a 14-digit alphanumeric identification number assigned to every land parcel, serving as a unique blockchain ID.
• Blockchain technology ensures increased trust, auditability, traceability, and immutability of land records data.
• The ULPIN is based on the longitude and latitude of the land parcel and is dependent on geo-referenced cadastral maps.
• Benefits of ULPIN include ensuring uniqueness in all transactions, keeping spatial records up to date, linking property transactions, sharing land records data across departments and financial institutions, and eliminating fraudulent transactions.
• The deed in NGDRS is digitally signed by SRO and stored in blockchain after approval, ensuring security, accountability, and record scrutiny from start to end.
• The District-level Blockchain-based cadastre and land records registry Pilot is launched in Darrang district and will be rolled out pan Assam shortly.
