In News

  • The Prime Minister of India inaugurated PM Kisan Samman Sammelan 2022 at Indian Agricultural Research Institute in New Delhi.
  • On this occasion, PM launched several initiatives:
    • He inaugurated 600 Pradhan Mantri Kisan Samruddhi Kendras (PMKSK) under the Ministry of Chemicals and Fertilisers.
    • He launched Pradhan Mantri Bhartiya Jan Urvarak Pariyojana - One Nation One Fertiliser.
    • He released the 12th instalment amount of Rs. 16,000 crores under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) through Direct Benefit Transfer.
    • He inaugurated the Agri Startup Conclave and Exhibition.
    • He launched ‘Indian Edge’, an e-magazine on fertiliser.
    • Pradhan Mantri Bhartiya Jan Urvarak Pariyojana - One Nation One Fertiliser has also been launched to ensure affordable quality fertiliser of Bharat brand to the farmers.
  • Government to develop more than 3.25 lakh fertiliser shops across the country as Pradhan Mantri Kisan Samruddhi Kendras.
    • PM Sammridhi Kendras are the sales centres for fertiliser.
    • These will be centres where farmers can buy fertilisers and seeds.
    • These centres will provide soil testing and avail useful information about farming techniques.
    • It will ensure the quality of the fertiliser and its availability, as urea will be available only under the ‘Bharat’ brand name in the entire country”.

 

Details

  • The Ministry of Chemicals and Fertilisers has decided to brand all fertilizers as "One nation, one fertilizer" under the name Pradhanmantri Bhartiya Januvarak Pariyojna (PMBJP).
  • The government said a logo using the PMBJP fertilizer scheme will be placed on the side of the fertilizer packs.
  • Under the new “One Nation One Fertiliser” scheme, companies are allowed to display their name, brand, logo and other relevant product information only on one-third space of their bags. . On the remaining two-thirds space, the “Bharat” brand and Pradhanmantri Bharatiya Jan Urvarak Pariyojana logo will have to be shown.
  • The single brand name for UREA, DAP, MOP and NPK etc. would be BHARAT UREA, BHARAT DAP, BHARAT MOP and BHARAT NPK etc. respectively for all Fertiliser Companies, State Trading Entities (STEs) and Fertiliser Marketing Entities (FMEs).
  • As mentioned earlier, the logo indicating the Fertiliser subsidy scheme namely Pradhanmantri Bhartiya Janurvarak Pariyojna will be used on fertiliser bags.

To reduce the use of chemical fertilizers by incentivizing states, the Union government introduced the PM PRANAM scheme.

  • PM PRANAM stands for PM Promotion of Alternate Nutrients for Agriculture Management Yojana.
  • Aim: The proposed scheme intends to reduce the subsidy burden on chemical fertilisers, which is expected to increase to Rs 2.25 lakh crore in 2022-2023. This is 39% higher than the previous year’s figure of Rs 1.62 lakh crore.
  • The scheme will not have a separate budget and will be financed by the “savings of existing fertiliser subsidy” under schemes run by the Department of Fertilizers.
  • Further, 50% subsidy savings will be passed on as a grant to the state that saves the money.
  • 70% of the grant provided under the scheme can be used for asset creation related to the technological adoption of alternate fertilizers and alternate fertiliser production units at the village, block and district levels.
  • The remaining 30% of grant money can be used for incentivizing farmers, panchayats, farmer producer organisations and self-help groups that are involved in the reduction of fertiliser use and awareness generation.
  • The government will compare a state’s increase or reduction in urea in a year, to its average consumption of urea during the last three years. Data available on a fertiliser Ministry dashboard, iFMS (Integrated fertilisers Management System), will be used for this purpose.
  • Significance of PM Pranam Scheme
  • Due to increased demand for fertiliser in the country over the past 5 years, the overall expenditure by the government on subsidies has also increased.
  • The total requirement of four fertilisers — Urea, DAP (Di-ammonium Phosphate), MOP (Muriate of potash), and NPKS (Nitrogen, Phosphorus and Potassium) — increased by 21% between 2017-2018 and 2021-2022.
  • In light of the increased demand, the government has also been increasing the subsidies it provides for chemical fertilisers.
  • In the Union Budget 2021-22, the government had budgeted an amount of Rs 79,530 crore, which increased to Rs 1.40 lakh crore in the revised estimates (RE). However, the final figure for fertiliser subsidy touched Rs 1.62 lakh crore in 2021-22.
  • PM PRANAM, which seeks to reduce the use of chemical fertiliser, will likely reduce the burden on the exchequer.
  • The proposed scheme is also in line with the government’s focus on promoting the balanced use of fertilisers or alternative fertilisers in the last few years.

About PM Kisan Samman Nidhi Yojana

  • PM Kisan Samman Nidhi Yojana or PM-KISAN is a central sector scheme launched in 2019 to provide financial support to all eligible land-holding farmers and their families.
  • Under PM-KISAN, the Union government provides financial support of Rs 6000/- per year in three equal instalments (Rs 2000 for each instalment).
  • The amount is directly transferred into the bank accounts of farmers through the Direct Benefit Transfer (DBT) system.
  • Aadhar validation has been made compulsory.
  • The scheme was initially available for only small and marginal farmers having landholding less than 2 hectares but the government removed these minimum land requirement criteria, and now the scheme covers all eligible landholding farmers.
  • The scheme provides a Self-registration Mechanism: Registration through the mobile app, PM KISAN portal and Common Service Centers.
  • A centralized call centre has been established to support the beneficiaries regarding any issues faced during the registration process or for any other grievances.
  • Mandatory physical verification of 5% of beneficiaries every year, To maintain the authenticity of the scheme.
  • Eligibility under PM-KISAN scheme: All small or marginal farmers are eligible to receive financial support under the Pradhan Mantri Kisan Samman Nidhi Yojana. Except for the farmer as well as any member of the family belonging to the following categories:
    • A person holding or retired from the constitutional posts.
    • Former and present Ministers/State Ministers.
    • Former or present members of LokSabha/ RajyaSabha/ State Legislative Assemblies/ State Legislative Councils
    • Former and present Mayors of Municipal Corporations
    • Former and present Chairpersons of District Panchayats.
    • Any serving or retired officers as well as employees under the Central/ State Government Ministries /Offices/Departments.
    • All retired pensioners who get a monthly pension of Rs.10,000/-or belong to the above category.
    • Any individual who paid their income tax in the last assessment year is not eligible under this scheme.
    • Professionals like Doctors, Engineers, Lawyers, Chartered Accountants, and Architects registered with Professional bodies.
  • About 12 Crore farmers have been provided financial support under the PM Kisan scheme.
