Context: The National Event on Pradhan Mantri Matru Vandana Yojana (PMMVY) took place on 27th October 2023, at the Yashwantrao Chavan Centre in Mumbai, Maharashtra. The event is organized to highlight the achievements and significant aspects of PMMVY and introduce new features and initiatives under the scheme.

Key Highlights of the event

  • The event was divided into two sessions: a Workshop Session and an Inaugural Session.
  • Release of 'User Manual on PMMVY’, a comprehensive guide for various stakeholders, including Citizens, Field Functionaries, Supervisors, Sanctioning Officers, District Nodal Officers, and State Nodal Officers, for the New PMMVY Portal (PMMVYsoft MIS).
  • A new PMMVY Portal (PMMVYsoft MIS) was introduced, incorporating online and face authentication technology for proper verification of eligible beneficiaries. It also includes NPCI Verification for smooth fund transfers through Direct Benefit Transfer (DBT).
    • The portal facilitates paperless online registration for beneficiaries, allowing them and Anganwadi/ASHA workers to register directly.
  • First-time, under PMMVY 2.0, mothers will receive an incentive amount of ₹6,000 in a single instalment following the birth of the second girl child, encouraging a positive societal attitude towards the girl child and discouraging female foeticide.

Pradhan Mantri Matru Vandana Yojana

  • Eligibility Criteria: All Pregnant Women and Lactating Mothers (except those who are already receiving similar benefits under the Employees' State Insurance Corporation scheme, any other central government scheme, or state government scheme) are eligible for the PMMVY for the first live birth.
    • The eligible women must be above 19 years of age.
    • Eligible pregnant women and lactating mothers can apply for the scheme through the Anganwadi Centre or the approved health facility.
  • The scheme is implemented through the Integrated Child Development Services (ICDS) platform.
  • It is a centrally sponsored scheme, where the cost-sharing ratio between the central government and states/UTs is 60:40, except for the northeastern states and three Himalayan states, where the ratio is 90:10.

Objectives

  • PMMVY aims to provide partial compensation for wage loss and ensure good nutrition and health for the mother and child.
  • By providing incentives linked to institutional delivery and postnatal care, the scheme encourages women to opt for institutional deliveries.
  • By promoting health-seeking behaviour and proper nutrition, PMMVY contributes to reducing infant and maternal mortality rates.

Present Status

  • The scheme has disbursed more than ₹14,103 Crores to over ₹3.11 Crores beneficiaries since its inception, emphasizing the government's commitment to empowering women and ensuring the well-being of mothers and children.
