Context: The Karnataka state government abolished the 4% reservation for Muslims in the Other Backward Classes (OBC) category.

Details

• The Karnataka government has abolished the 4% Muslim reservation in the Other Backward Classes (OBC) category and divided it 4% equally between the two major communities in the state, the Veerashaiva Lingayats and the Vokkaligas, at 2% each.
• Also, the State government granted internal reservation to 101 Scheduled Castes (SC).

More about the Decision

• The 4% reservation granted to Muslims under Category 2B was abolished by the Cabinet along with their exclusion from the OBC group.
  • Under the newly constituted 2C and 2D categories, respectively, Vokkaligas and Veerashaiva ­Lingayats have received an equal share of this.
• The two communities were previously classified as 3A and 3B, respectively, now those categories have been dropped.
• Following the adjustment, the reserve quantum for Vokkaligas and other members of the group increased from 4% to 6% and for Veerashaiva­Lingayats and other members of the group from 5% to 7%.
• The Cabinet also suggested internal reservation for the 101 SCs (with this 17% reservation given to SCs in Karnataka). Internal reservations were based on the recommendation made by the A. J. Sadashiva Commission.
• This change has to be approved by the Union Government.

Impact on Muslim Community

• The community has been granted a 4% reserve under Category 2B since 1995 based on social and educational backwardness.
• The government removed the reservation, claiming that the reservation for the underserved classes is not based on religion under the Indian constitution.
  • Christians, Jains, Sikhs, Buddhists, and Christians who have converted to other religions, however, still fall within the "backward classes" group.
• The community can now claim reservation under the 10% quota for Economically Weaker Groups as it has lost its social and educational backwardness reserve status.
